China launches national campaign to promote social insurance law

China launched a week-long national campaign on Monday to raise public awareness of the new Social Insurance Law.

The law, which was adopted by China\’s top legislature last October, took effect on July 1 this year.

The law aims to prevent improper use of social security funds and ensure that all citizens have the access to social insurance benefits.

Efforts should be made to promote the awareness of the law among the public, so that they can better use the law to safeguard their legitimate rights and interests, said top legislator Wu Bangguo, chairman of the Standing Committee of the National People\’s Congress (NPC), in his written instruction to the launching ceremony.

Employers should also be told to raise their awareness and better abide by the law, the instruction said.

The social insurance system is a crucial part of the country\’s social security net, and the Social Insurance Law has established a social insurance system which encompasses the old-age pension, basic medical care insurance, work-related injury insurance, unemployment insurance as well as maternity allowances, said Hua Jianmin, vice chairman of the NPC Standing Committee.

The law also stipulates the administrative system for the social insurance and the government agencies\’ responsibilities in the financing of the social insurance premium, Hua said.

The promotion campaign should help to increase the understanding of the law among both the officials and the public, he said.

Hua also called on the national and local congress bodies to intensify supervision and inspections of how the law is being implemented.

Boiler explosion kills four, injures five at Xinjiang factory

A boiler explosion killed four and injured five on early Wednesday morning at a washing detergent plant in northwest China\’s Xinjiang Uygur Autonomous Region.

The explosion occurred at 6:40 a.m. at a plant of the Xiangfei Trading Co. in Kashgar City, killing four workers and causing two residential houses to collapse.

Five residents of the homes were injured — one seriously, said an official with the city government.

The injured have been hospitalized, the official said, adding that the investigation of the cause is under way.

Mysterious liquid believed to be wine from Warring States period

According to the Shaanxi Cultural Relic Bureau, archaeologists have found some liquid in a bronze kettle inside a tomb dating from the Qin Dynasty in Poliu Village of Xianyang, Shaanxi province. The liquid has been sent to a research institute for further study.

Xie Gaowen, a research associate at Xianyang Archaeological Institute, said that the bronze kettle is believed to have been a wine vessel in the ancient times. Archaeologists speculated that there was a cork on the kettle but it had carbonized and disappeared. The liquid did not volatilize because the kettle was sealed by soil.

It would not be the first time that archaeologists have found wine in the tombs in central Shaanxi region. From March to June in 2003, archaeologists found three large tombs and 17 large bronze kettles. Two of them stored 26 kilograms of green, clear liquid. Experts said the liquid contained alcohol and it was the best-preserved wine found that dates back 2, 000 years ago.

On Oct.30, 2009, villagers in Mei County dug up some pots containing liquid, which was later authenticated as wine by the Biology Institute of Chinese Academy of Science in Chengdu. The wine is 200 years older than the wine found in March 2003 in Xi\’an.

At the end of 2010, Shaanxi Archaeological Institute found some \”suspected wine,\” which was 2,400 years old and sealed in a bronze kettle.

Xie Gaowen said more works need to be done to decide whether the mysterious liquid is wine from the Warring States Period

China\’s Red Cross to probe alleged misuse of donations (2)

The Red Cross Society had earlier responded to the allegations with a statement in which it said that there was no such institution as \”Red Cross Commerce,\” adding that the Red Cross Society does not currently employ anyone named Guo Meimei.

Infuriated netizens then directed their anger toward the China Business System, believing that Guo might have confused the group with the \”Red Cross Commerce\” group she mentioned on her microblog.

Netizens and media organizations have accused the China Business System of using its charity affiliation as a guise for embezzlement.

Media investigations have shown that the group has cooperative agreements with several businesses and that the group\’s leaders also work as the heads of several enterprises. The group has been given discretionary power over the use of donations raised through some of its charitable activities.

The group will cease operations until the results of the audit are made public, the society said in its statement.

Hot weather to hit parts of China Monday: NMC

China\’s National Meteorological Center (NMC)issued a blue alert Sunday, stating that high temperatures will hit several of the country\’s provinces on Monday.

Temperatures are expected to range between 35 to 39 degrees Celsius, according to the center\’s predictions.

The majority of southwestern China\’s Sichuan Basin, including the municipality of Chongqing and parts of northwestern Shaanxi Province, will see temperatures ranging between 35 and 37 degrees Celsius.

Meanwhile, temperatures in east China\’s Zhejiang and Fujian provinces and central China\’s Hunan and Jiangxi provinces are predicted to reach as high as 38 to 39 degrees Celsius.

The NMC has warned local residents to avoid going outdoors Monday afternoon, when temperatures will reach their peak. Elderly and sick people, as well as children and outdoor laborers, should also make efforts to avoid the heat, the center recommended.

The center also called for utility companies to pay attention to the safety of their electrical transmission and supply equipment to prevent power overloads during the heat wave.

Central China city reaches out to foreigners in distress

Foreigners in Changsha who can\’t speak Chinese should find it easier now getting help when in trouble as the city\’s police have launched a multilingual emergency call service.

The service was launched on Friday and, according to the Changsha Public Security Bureau, the city\’s 110 emergency center has eight volunteers offering translation services in English, German, Korean and Japanese.

According to the bureau, the emergency call center has received a growing number of calls from foreigners in recent years.

In 2010, the 110 center received 67 calls from foreigners, a third of whom could not speak Chinese.

For those who did speak in Chinese, quite a number of them were hardly able to make themselves understood, the bureau said.

The bureau said it will analyze calls by foreigners and adjust the number of volunteer translators accordingly.

More than 30,000 people from all over China gathered in Beijing\’s Tian\’anmen Square for a flag-raising ceremony early Friday morning in celebration of the 90th anniversary of the founding of the Communist Party of China (CPC).

At 4:48 a.m., the country\’s flag was hoisted, with the entire crowd joining in a vocal rendition of the national anthem.

Tibetan students and children who became handicapped after being injured in the 2008 Wenchuan earthquake were present at the ceremony.

\”People in Sichuan [Province] have regained their confidence in the three years since the devastating Wenchuan earthquake. We have received great support from the CPC and our motherland,\” said Zhang Wei, the leader of a group of 30 handicapped children attending the ceremony.

\”We got up at 1 a.m. to attend the ceremony,\” said Padma Yangzom, a primary school student from Nedong County in northwest China\’s Tibet Autonomous Region.

Gyezang, a teacher leading the group of Tibetan students, said it was the first time for the students to watch the flag-raising ceremony at Tian\’anmen Square, adding that they were \”very excited.\”

\”The CPC has encountered some hardships over the past 90 years. I hope that under the leadership of the CPC, our country will continue to become greater,\” Gyezang said.

All-electric sanitation trucks put into use in Beijing

A total of 1,060 all-electric sanitation trucks were put into use in Beijing on June 30.

These all-electric sanitation trucks will conduct tasks such as transporting garbage, sweeping roads and sprinkling water. They have high performance, zero emissions, low noise and low heat radiation.

The 1,060 all-electric sanitation trucks have three loading capacities — 2 tons, 8 tons and 16 tons — and can be divided into eight models. They will work in the 14 regions and counties of Beijing, and 78 of them will be put into use first on Changan Street, the second ring road and the third ring road of Beijing, according to a spokesman from the Beijing Environment Sanitation Engineering Group Co., Ltd.

The all-electric sanitation truck can run 90 kilometers to 100 kilometers with one charge. The fastest speed the truck can reach is 140 kilometers per hour. In addition, these pure electric sanitation trucks are completely researched and developed by China.

No explosive found on Shanghai subway train after passenger\’s report

Shanghai\’s subway authorities said they searched a subway train but found nothing abnormal after a passenger reported finding an explosive on the train on Wednesday.

A train on the city\’s subway Line 2 was stopped at the Nanjing West Road station after the passenger made the report. City police immediately began searching the train after evacuating its passengers. No abnormalities were found in the search, according to a subway management spokesman.

The operation of other subway trains was not affected by the search, the spokesman said.
