(一)努力扩大就业。把促进就业作为经济社会发展的优先目标,继续实施积极的就业政策,年内新增城镇就业10万人。落实各项促进就业再就业政策,继续做好援企稳岗工作。探索建立公共投资带动就业增长机制,深入挖掘城镇化带动就业增长潜力,努力扩大城镇和中小企业吸纳就业容量。深入实施创业促进就业计划,积极开展创业型城市创建活动。全力做好高校毕业生就业工作。重点针对零就业家庭、残疾人、低保对象、破产企业职工,开发更多的社会公益岗位,积极做好就业援助。强化公共就业服务,健全失业动态监测体系,建立统一规范的城乡人力资源市场。
(二)健全城乡社会保障体系。高度重视农村社会保障制度建设,稳妥推进新型农村社会养老保险试点。加快社会保险市级统筹步伐,启动失业保险和中心城区城镇职工基本医疗保险市级统筹。完善企业养老保险待遇调整机制,妥善解决关闭破产企业退休人员等困难群体的医疗保障问题。完善社会救助体系,建立城乡低保标准和农村五保供养标准自然增长机制,重点提升农村困难群众救助水平。继续开展各类慈善救助活动,推进社会福利和慈善事业发展。
(三)加大住房保障力度。全面落实住房保障政策,以廉租住房制度建设为重点,健全完善货币补贴保障机制。加快保障性安居工程建设。
(四)切实加强社会管理。坚持不懈地抓好安全生产,对高危行业、重点企业和重点领域,实行安全生产诚信和承诺制度,强化政府安全监管职责,落实企业安全生产主体责任,遏制重特大事故发生。严厉打击食品药品制假售假行为,杜绝不合格产品进入市场。加强市场价格监管,搞好重要商品储备,努力保持物价基本稳定。积极推进基层民主建设,完善民主管理制度,保障人民群众的知情权、参与权、表达权和监督权。认真组织好第十届村委会换届选举。扎实推进“平安潍坊”建设。加强信访工作,畅通群众诉求渠道,及时解决涉及群众利益的热点难点问题。进一步完善维护社会稳定的体制机制,积极预防和妥善处理各类群体性、突发性公共事件,确保社会大局稳定。
突出抓好密切关系民生的10件实事
2月24日上午,许立全市长在市十五届人大三次会议上的《政府工作报告》中指出,今年,我们将按照“群众急需解决、财力能够承受、年内基本完成”的原则,在各项工作推进中,突出抓好密切关系民生的10件实事的落实:
①企业退休人员基本养老金提高10%左右。②农村低保标准提高到每人每年1200元,中心城区城镇居民低保标准提高到每人每月300元,城乡低保保持动态管理下的“应保尽保”。③“新农合”政府补助标准提高到100元以上,最高支付限额提高到农民人均纯收入的6倍以上。④完成938所中小学校舍新建、改建和加固任务。⑤改造提升900所村卫生室服务能力。⑥城乡居民人均基本公共卫生服务经费标准提高到15元以上。⑦投资1.3亿元,解决420个行政村、25万人饮水安全问题。⑧新建、改造农村公路1500公里。⑨新发展农村沼气用户3.5万户,大型沼气工程8处以上。⑩政府补贴1300万元,中心城区新购绿色环保公交车100台。
扎实推进服务型政府建设
2月24日上午,许立全市长在市十五届人大三次会议上的《政府工作报告》中指出,在巩固扩大应对国际金融危机成果、促进经济社会平稳较快增长、打好转方式调结构硬仗的关键时期,各级政府必须进一步创新管理和服务方式,提高领导科学发展的能力,切实为经济社会发展提供有力保障。
一要强化责任意识,奋力抢抓机遇。各级政府及公务员必须进一步增强历史责任感,时刻保持奋发有为、昂扬向上的精神状态。坚持以科学发展观为指导,正确研判形势,科学审视工作,精心谋划发展,创造性地落实好市委“一三六四一”的思路举措。二要加快转变政府职能,努力提高行政效率。以新一轮机构改革为契机,深入推进政企、政资、政事、政府与中介组织分开,更加注重履行社会管理和公共服务职能,更加注重公平与效率,努力为各类市场主体提供优质公共服务。三要全面推进依法行政,不断提升科学决策水平。自觉接受人大及其常委会法律监督、政协民主监督和社会监督,主动听取民主党派、工商联、人民团体和各界人士的意见。认真做好人大代表议案、建议和政协委员提案的办理工作。进一步健全重大事项集体决策、专家咨询、社会公示与听证等制度,推进科学民主决策。认真总结“十一五”规划执行情况,科学编制好“十二五”规划。四要切实改进作风,狠抓工作落实。坚持求真务实,不浮躁、不懈怠、不折腾。精减会议、文件,减少各类应酬,腾出更多时间和精力谋发展、促发展。全面推行一线工作法,做到情况在一线掌握、措施在一线落实、问题在一线解决。进一步完善绩效考核体系,推进工作落实。五要坚持勤俭办事,始终做到清正廉洁。各级政府和各部门主要负责人带头严格执行党风廉政建设责任制,推动廉政建设和反腐败斗争取得新成效。 (本文来源：人民网 )
