　　(五)解放思想、与时俱进，以改革创新精神推进纪检监察工作。贯彻落实十七届四中全会精神，深入推进党风廉政建设和反腐败工作，有许多新情况需要研究、新问题需要解决、新领域需要探索。对《决定》已有明确规定的，要制定实施方案和配套细则；对《决定》已提出指导性要求的，要列出专题，紧密结合纪检监察工作实际，在调查研究的基础上，提出可行性意见。要积极适应形势和任务的发展变化，坚持从实际出发，不断推进纪检监察工作理念思路创新、方式方法创新和体制机制创新，提高反腐倡廉科学化水平，增强工作的前瞻性、针对性和实效性。要大力推进纪检监察工作理念思路创新，坚持以发展着的马克思主义为指导，按照中国特色社会主义理论体系的要求，用辩证的、全面的、发展的观点分析形势，准确把握反腐倡廉建设的新任务、新部署、新要求，围绕解决纪检监察工作中的一些突出问题，不断作出新的理论概括，提出新的工作思路，提高纪检监察工作的整体水平。要大力推进纪检监察工作方式方法创新，既要坚持和发展多年来纪检监察机关探索形成的行之有效的办法和措施，又要加强对新任务、新措施、新课题的调查研究，把握特点规律，坚持超前谋划、统筹安排，牢牢掌握工作主动权。要大力推进纪检监察工作体制机制创新，坚持和完善反腐败领导体制和工作机制，不断完善组织协调机制，加强各地区各部门纪检监察机关之间的协调配合，加强纪检监察机关与审判、检察、公安、审计等执纪执法机关以及组织人事部门之间的协调配合，创新工作机制，增强工作合力。总之，要坚持解放思想、实事求是、与时俱进，从纪检监察工作实际出发，努力营造支持改革、鼓励创新、勇于探索的良好氛围。

　　三、按照党的十七届四中全会要求，进一步加强纪检监察机关自身建设

　　党的十七届四中全会作出加强和改进新形势下党的建设的战略部署，对进一步加强纪检监察机关自身建设提出了新的更高要求。党的十七大以来，各级纪检监察机关扎实开展深入学习实践科学发展观活动，以开展“做党的忠诚卫士、当群众的贴心人”主题实践活动为载体，教育和引导广大纪检监察干部努力做到对党和国家无限忠诚、对腐败分子和消极腐败现象坚决斗争、对广大干部和群众关心爱护、对自己和亲属严格要求，在队伍自身建设方面取得了重要进展和明显成效。实践证明，我们这支队伍是一支党和人民完全可以信赖的队伍，这些年来涌现出的王瑛、姜瑞峰、李彬同志等一大批先进典型就是其中的优秀代表。但也要看到，与四中全会提出的新任务新要求相比，我们还存在一些不适应不符合的问题。特别是随着社会主义市场经济的发展和反腐败斗争的深入，纪检监察干部面临诱惑与抗诱惑、腐蚀与反腐蚀的严峻考验。近年来，极个别纪检监察领导干部严重违纪违法，损害了纪检监察机关的良好形象，教训十分深刻。各级纪检监察机关一定要深刻领会四中全会精神，充分认识加强自身建设的重要性，把它作为一项基础工程切实抓紧抓好，努力建设一支政治坚强、公正廉洁、纪律严明、业务精通、作风优良的纪检监察干部队伍。

　　(一)加强学习型机关建设，努力提高纪检监察干部的政治素质和业务能力。四中全会《决定》提出要建设马克思主义学习型政党，用中国特色社会主义理论体系武装全党。各级纪检监察机关要加强学习，加大教育培训力度，努力提高纪检监察干部的政治素质和业务能力。要把思想理论建设放在首位，深入学习马克思列宁主义、毛泽东思想、邓小平理论、“三个代表”重要思想以及科学发展观，牢固树立辩证唯物主义和历史唯物主义世界观和方法论，系统掌握中国特色社会主义理论体系。要深刻理解科学发展观的科学内涵和精神实质，全面把握科学发展观对党风廉政建设和反腐败工作提出的新要求，进一步用科学发展观所体现的马克思主义立场、观点、方法谋划和推进纪检监察工作。要深入钻研业务，广泛学习历史、哲学、经济、法律、社会管理以及科学技术等各方面知识，不断增加知识储备，提高业务水平。要坚持理论联系实际，着力提高运用所掌握的理论知识解决实际问题的本领。切实增强促进科学发展的能力，不断探索和拓宽促进科学发展的有效途径，努力为贯彻落实科学发展观提供坚强的纪律保证。切实增强维护社会稳定的能力，积极协助党委、政府防范和应对各种可能出现的风险和挑战，及时化解矛盾纠纷，妥善处理群体性事件，维护群众切身利益，促进社会和谐稳定。切实增强有效防治腐败的能力，既要坚决惩治腐败，震慑腐败分子，又要努力把握预防腐败工作的特点和规律，积极探索有效预防腐败的办法和措施。

　　(二)加强纪检监察机关领导班子和干部队伍建设，为深入推进反腐倡廉建设提供坚强的组织保证。深入贯彻落实十七届四中全会关于加强和改进新形势下党的建设的各项部署，不断推进党风廉政建设和反腐败工作，必须进一步加强纪检监察机关领导班子和干部队伍建设。要选好配强纪检监察机关领导班子，真正把那些党性好、作风正、能力强、威信高的干部选入领导班子，进一步优化领导班子年龄、知识和专业结构，提高领导班子整体素质。要认真贯彻执行民主集中制，进一步完善领导班子工作机制、议事规则和决策程序，充分发扬民主，着力提高领导班子和领导干部的执行能力和创造性工作能力。要加大纪检监察机关领导干部交流力度，使领导干部在多种环境和岗位得到锻炼和提高，增强领导班子的生机与活力。要深化纪检监察干部人事制度改革，扩大干部公开选拔和竞争上岗范围，注重选拔有基层工作经验的干部，切实把德才兼备的优秀干部充实到领导岗位上来。要严格把好“进人关”，选调和录用一批熟悉经济、法律、审计等业务的干部，改善纪检监察干部队伍结构。要认真贯彻落实《关于加强地方县级纪检监察机关建设的若干意见》，切实加强地方和基层纪检监察机关建设。要关心爱护纪检监察干部，努力解决他们工作和生活中的实际困难，积极为他们的成长进步创造条件。

　　(三)加强管理和监督，树立纪检监察干部可亲、可信、可敬的良好形象。坚强的党性、良好的作风和严明的纪律，是纪检监察干部正确履行职责的重要保证。我们一定要按照十七届四中全会要求，从严管干部、从严带队伍，切实加强对纪检监察干部的管理和监督。各级纪检监察领导干部特别是主要负责人要发挥表率作用，带头加强党性修养，模范学习践行社会主义核心价值体系；带头发扬民主，严格执行民主集中制；带头廉洁自律，严格要求配偶、子女和身边工作人员。对纪检监察干部要严格要求、严格教育、严格管理、严格监督，强化政治纪律、办案纪律和保密纪律，加强内部管理，完善监督约束机制，督促纪检监察干部秉公用权、严格自律，筑牢思想道德和党纪国法两道防线，自觉维护纪检监察机关的良好形象。广大纪检监察干部要不断加强党性锻炼和作风养成，树立监督者更要接受监督的意识，严格遵守党的纪律和国家法律，自觉坚持党委的统一领导，主动接受党组织、党员干部和人民群众的监督，接受社会和新闻舆论的监督。上级纪检监察机关要加强对下级纪检监察机关领导班子的考察和考核，上级党委巡视组要注意加强对下级纪委领导班子的巡视和监督。完善纪检监察机关派驻机构统一管理，规范未派驻部门和单位纪检监察机构建设。要强化纪律约束，发现苗头性倾向性问题要早打招呼早提醒，对不适合从事纪检监察工作的要坚决调离；对违纪违法的干部，不管是谁都要一查到底、严肃处理。各级党委、政府要按照中央的要求，自觉承担推进反腐倡廉建设的政治责任和领导责任，认真贯彻落实党风廉政建设责任制，切实加强对党风廉政建设和反腐败工作的领导，高度重视和关心纪检监察机关建设，支持纪检监察机关履行职责、开展工作。

　　加强和改进新形势下党的建设是全党的一项重大政治任务，纪检监察系统责任重大、使命光荣。让我们更加紧密地团结在以胡锦涛同志为总书记的党中央周围，高举中国特色社会主义伟大旗帜，以邓小平理论和“三个代表”重要思想为指导，深入贯彻落实科学发展观，进一步统一思想、坚定信心，开拓创新、真抓实干，以党风廉政建设和反腐败斗争的新成效，保证党的十七届四中全会精神的贯彻落实。
